The Odisha government announced the formation of the Special Development Council (SDC) across 23 districts, appointing Chairmen and Vice-Chairmen to lead the initiative.

Each district received two representatives, a Chairman and a Vice-Chairman, entrusted with responsibilities to oversee developmental activities and cultural preservation.
