Bhubaneswar: It is not possible to remain silent in the current state of mismanagement in Odisha, which forced him to join politics, said former top bureaucrat Bijay Patnaik who returned to Odisha after joining Congress at the party headquarters in Delhi on Saturday.

Patnaik, the former Chief Secretary, was welcomed at the state Congress office on Monday. After returning from Delhi, he was escorted to the Congress Bhawan from the airport in a grand procession.

At the welcome ceremony, he said the entire system needs to be changed and Congress can do it only.

The former IAS officer further said Odisha is oppressed in all spheres. Odisha stands no 1, 2 or 3 from the bottom in poverty index. The State contractors are not getting work, while the outsiders are being given the work.

Pointing out that arbitrariness is increasing in state governance, he said that it is happening only when the ruler does not listen to the opposition and turns a deaf ear to the voice of common people.

From top to bottom, the liberty of the officers has been curtailed. They are not allowed to work freely. The rule of bureaucracy is rampant in the current situation, he alleged.

Taking up the murder of Minister Nab Das, the former bureaucrat said that he did not believe that a police ASI would kill an influential Cabinet minister.

The incident should be handed over to the CBI which can unravel the mystery behind the crime, he demanded. Because, people started apprehending somebody else is behind the murder

Raising the issue of keeping journalists away from Lok Seva Bhawan, he said that if there is transparency in the government, why journalists are being restricted everywhere. Even they were not allowed to cover the President programme, he rued.

The bureaucrat-turned Congress leader also questioned the need of 5-T. It there is transparency in every department, what is the necessity of 5T, he asked. It is confined to a slogan only, Patnaik said.
