Odisha Cabinet Okays Creation Of 125 New OAS Posts, Amendment To Pani Panchayat Act

Bhubaneswar: Keeping in view the increasing workload in revenue administration, the Odisha Government on Friday created 125 new posts in Odisha Administrative Service (OAS) cadre thereby enhancing the cadre strength to 1313.

The State Cabinet that met on Friday under the chairmanship of Chief Minister Naveen Patnaik decided to create additional two posts of Deputy Collector in every district and one post at each Sub-Collector’s Office.

Similarly, the Cabinet also decided to create four posts of under secretary at Board of Revenue in Cuttack and four deputy Collector posts at ADM- Bhubaneswar, Paradip and Rourkela.

The Cabinet also approved a proposal to amend the Odisha Pani Panchayat Act,2002.

The Department of Water Resources, Odisha has proposed amendment of the Odisha Pani Panchayat Act, 2002 to obliterate a few operational difficulties and make it more inclusive.

Salient amendments proposed include–

  1. Inclusion of Mega Lift Irrigation Projects and enable formation of Pani Panchayats and higher farmers’ bodies.
  2. Inclusion of spouses of the water users, who are land holders in the area of a Pani Panchayat, to increase women participation and greater representation in various bodies/ committees.

iii. Assigning responsibilities to the functionaries of the Department at appropriate levels, after restructuring of the Odisha Engineering Service cadre.

  1. Making the tenure of Chak Committee and Executive Committee of the Pani Panchayats five years to make them uniform and obliterate the confusion on it being three or six years.
  2. These amendments will ensure formation of Pani Panchayats and higher farmers’ bodies in Mega Lift Irrigation Projects, covering commanded area of 500 to 2000 Ha and greater representation of women in various bodies/committees and hence greater say in water governance besides other aspects.
