The White House Government Transparency Task Force has released a fact sheet asserting that declassified US intelligence documents show the People’s Republic of China (PRC) and its proxies obtained voter registration data of as many as 220 million Americans, including non‑public information.
The disclosure, approved by the Office of the Director of National Intelligence (ODNI), NSA, CIA, and DHS, relates to President Donald Trump’s recent declassification of intelligence material on foreign election activities.
According to the fact sheet, Chinese actors “bought, stole, or hacked” voter registration data, with some acquired through Computer Network Exploitation (CNE) operations targeting commercial websites. Officials warned that adversaries could potentially alter data to delay voting, force provisional ballots, or tailor interference campaigns.
The White House also released the Intelligence Community’s definition of “election interference”, distinguishing it from broader “election influence” activities. Interference specifically targets technical aspects such as voter registration, ballot casting, counting, and reporting.
The administration emphasised that transparency in publishing these documents is intended to highlight risks posed by foreign cyber operations and reinforce election security.
