Chief Minister Mohan Charan Majhi on Tuesday described the 2026-27 State Budget as far more than a list of income and expenditure, calling it a “solid roadmap” to fulfil every citizen’s dreams and build a prosperous, developed Odisha.
Speaking at the state-level Budget Awareness Workshop titled “Ame Janiba, Ama Budget” at Lok Seva Bhavan Convention Centre, the Chief Minister announced that the massive public outreach campaign will run till April 14 across all panchayats to explain the budget in simple language and invite people’s suggestions.
Majhi said the 2026-27 Budget estimate is 7 per cent higher than the previous year’s and will lay a strong foundation for the state’s long-term “Samruddha Odisha” vision. The government has allocated Rs 3.10 lakh crore in total expenditure, with special emphasis on capital spending.
Highlighting the state’s ambitious targets, the Chief Minister said the budget aligns with the national vision for 2047 and aims to raise per capita income from Rs 1.8 lakh to Rs 32 lakh, reduce multidimensional poverty to 5 per cent, increase women’s workforce participation to 70 per cent, push average life expectancy beyond 80 years, and completely eliminate anaemia and malnutrition.
He added that the government has introduced 31 new schemes and initiatives in this budget. Long-term economic goals include transforming Odisha into a $500 billion economy by 2036 and a $1.5 trillion economy by 2047.
The budget gives priority to infrastructure, industry, tourism, agriculture, women empowerment, education and health. Key projects include the Bhubaneswar-Cuttack-Puri-Paradeep Economic Corridor (BCPPER), National Waterway-5, new economic corridors and port developments to position Odisha as Eastern India’s premier logistics and connectivity hub.
On the tourism front, the Samuka project in Puri and the Chilika Lake restoration plan will give a fresh boost to the sector. Special measures have also been announced for rural development, employment generation and tackling distress migration (dadan).
For women’s empowerment, the budget continues and strengthens flagship schemes such as ‘Subhadra’, ‘Lakhpati Didi’ and ‘Mukhyamantri Kanya Sumangal’. In health and education, new medical colleges, universities and ICU facilities will be set up to improve service delivery.
Deputy Chief Minister Kanak Vardhan Singh Deo thanked the Chief Minister and described the budget as “citizen-centric”, saying the awareness campaign will ensure ordinary people understand the schemes and benefit from them.
The workshop was attended by Chief Secretary Anu Garg, Development Commissioner Deoranjan Kumar Singh, Principal Secretary (Finance) Sanjeev Mishra, and senior officials from various departments.
