BRICS nations on Saturday strongly condemned the April 22, 2025 terror attack in Jammu and Kashmir’s Pahalgam that killed 26 people and called for concerted action against UN-designated terrorists, terror financing and safe havens.
In a joint statement issued during the BRICS Summit in New Delhi, the 11-member grouping reaffirmed its commitment to combating terrorism in all its forms and manifestations, including the cross-border movement of terrorists.
The BRICS declaration said all those involved in terrorist activities, as well as those supporting them, must be held accountable and brought to justice under relevant national and international law.
BRICS Calls For ‘Zero Tolerance’ On Terrorism
The leaders reiterated that terrorism should not be associated with any religion, nationality, civilisation or ethnic group.
“We urge to ensure zero tolerance to terrorism and reject double standards in countering terrorism,” the declaration said.
The grouping also stressed that states have the primary responsibility for combating terrorism. It called for global counter-terrorism efforts to remain consistent with international law, the UN Charter and relevant international conventions.
Call For Action Against UN-Designated Terrorists
The BRICS nations welcomed the work of the BRICS Counter-Terrorism Working Group (CTWG) and its five subgroups.
The leaders called for deeper counter-terrorism cooperation and urged the early finalisation and adoption of the Comprehensive Convention on International Terrorism within the UN framework.
The declaration also called for “concerted actions” against all UN-designated terrorists and terrorist entities.
BRICS leaders further highlighted the need to counter extremism and radicalisation, particularly among younger generations.
Pahalgam Attack And India’s Operation Sindoor
The Pahalgam attack on April 22, 2025, killed 26 people, including 25 tourists and a local pony operator, and left several others injured.
The National Investigation Agency has filed charge sheets in the case, including one against Pakistan-based Lashkar-e-Taiba founder Hafiz Saeed, according to the report.
India subsequently launched Operation Sindoor, targeting terror infrastructure in Pakistan and Pakistan-occupied Kashmir following the Pahalgam attack. The military confrontation between India and Pakistan later ended with an understanding on May 10, 2025.
The BRICS statement comes amid India’s continued push for stronger international action against terrorism, including terrorist financing, cross-border movement and safe havens.
