A major controversy has emerged in Odisha over alleged tender manipulation in the Rural Development (RD) division of Bolangir district, prompting the administration to launch a formal inquiry.
The probe follows a complaint alleging irregularities in the tender process that reportedly led to the unfair exclusion of a contractor.
Acting on the complaint, Sub-Collector Soumya Ranjan Behera, under the direction of the District Collector, has initiated an official investigation into the matter. A written notice has been issued to Chief Construction Engineer (CCE) Sukhadev Mahali, directing him to appear before the Collector’s office with all relevant documents related to the tendering process.
According to officials, the complaint was filed by contractor Md Shakil, who alleged that the tender process was manipulated to exclude him unfairly. The issue gained further attention after it was raised before Mohan Charan Majhi during his visit to the district, as well as with Rural Development Minister Rabi Naik, adding political significance to the case.
Concerns have also been raised regarding the delay in administrative action, as the complaint was submitted on April 20, while the formal notice was issued only on May 4. This gap has led to questions about the responsiveness and efficiency of local authorities in handling such allegations.
Adding another layer to the controversy, the CCE has reportedly gone on leave citing personal reasons after the allegations surfaced, which has further intensified speculation around the case. Meanwhile, local contractors and residents have voiced concerns about possible irregularities in tender processes, calling for greater transparency and accountability.
The district administration has begun reviewing relevant records and documents, and further action will depend on the findings of the ongoing inquiry. Officials have assured that the investigation will be conducted fairly and thoroughly to ensure integrity in public procurement processes.
