Sarpanch Faces Disqualification Over Two-Child Norm Violation in Mayurbhanj

The Collector and District Magistrate of Mayurbhanj recommended disqualification proceedings against Ludu Surin, Sarpanch of Ramchandrapur Gram Panchayat in Kaptipada Block, for allegedly violating the two-child norm under the Odisha Gram Panchayat (OGP) Act, 1964.


A grievance petition filed by Rajkishore Nayak and others alleged that Surin submitted incorrect information about her children while filing nomination papers. Multiple notices were issued asking her to appear for hearings, but she allegedly failed to attend despite acknowledging receipt.

Reports from the Block Development Officer, the Medical Officer-in-Charge of Kaptipada Community Health Centre, and the Block Education Officer confirmed that Surin has four children, two of whom were born after the Odisha Gram Panchayat (Amendment) Act, 1994, came into effect.

On April 23, 2026, the Collector issued another notice asking Surin to provide a written explanation with supporting documents. The administration stated that no reply has been received.

The Collector’s letter to the Director of Panchayati Raj requested initiation of disqualification proceedings under Section 25(v) of the OGP Act, 1964. Copies of the communication were also forwarded to the Sub-Collector and the BDO of Kaptipada for information.
