Odisha Thermal Power Policy Revision Applies Only to New Projects

Odisha’s Energy Department clarified that the proposed amendments to the thermal power policy will apply only to upcoming generating projects and not to existing Independent Power Producers (IPPs) operating under current Power Purchase Agreements (PPAs).


Officials confirmed that the existing power supply arrangements will continue at the prevailing variable cost, ensuring no change in the Bulk Supply Price (BSP) or Retail Supply Tariff (RST) for consumers. The Odisha thermal power policy revision aims to attract fresh investments and accelerate industrial growth without affecting current power rates.

The government undertook the revision after evaluating the industrial and economic scenario. The new framework seeks to create an investor-friendly ecosystem that enhances confidence, promotes industrialisation, and contributes to the State’s economic development while safeguarding public interest.

Establishing new thermal power projects will stimulate ancillary industries, logistics, engineering services, and local supply chains. These developments will generate large-scale employment for local people during both construction and operational phases, supporting MSMEs, contractors, and transporters.

Officials said increased industrial activity will strengthen the State exchequer through higher GST and statutory revenues, enabling more infrastructure and welfare initiatives.
