In a significant development, the Odisha government has granted MPs and MLAs the authority to recommend up to 15 teacher transfer cases within their respective constituencies.
This provision, applicable to both elementary and secondary school educators, aims to address specific requests for intra-district movement.
While this new measure gives lawmakers the ability to intervene in teacher postings, it comes with defined restrictions. Transfers must:
- Align with the principle of rationalisation to ensure balance in staffing across schools.
- Prioritise urgent cases, focusing on teachers with compelling personal or professional needs.
- Remain strictly intra-district, prohibiting shifts from rural to urban schools.
The process will be overseen by the District Level Transfer Committee (DLTC), ensuring that recommendations follow established norms. In cases where Rajya Sabha MPs submit proposals, these will first be processed through the Director of Secondary Education before reaching district collectors.
This policy is a temporary provision applicable only to the current educational year. Lawmakers must submit recommendations between May 15th and June 15th, after which all cases will be reviewed and resolved.
The School and Mass Education Department has instructed the Directors of Secondary and Elementary Education to take necessary actions for implementation.
This move aims to streamline teacher transfers while ensuring fairness in decision-making, balancing political discretion with institutional regulations.
