Dr. Jitendra Singh Launches Five Digital Reforms for Transparent, Citizen-Centric Governance

Initiatives Unveiled at National Workshop on Good Governance Practices 2025

Union Minister Dr Jitendra Singh today inaugurated the National Workshop on Good Governance Practices 2025 in Delhi and launched five transformative digital reforms aimed at strengthening transparent, citizen-centric administration.


The first initiative is a Compendium of Guidelines on Reservation for Ex-Servicemen in Central Government, consolidating all instructions into a single, updated reference. Dr Singh said the step honours the service of ex-servicemen by ensuring clarity, uniformity, and timely delivery of benefits while reducing ambiguity across Ministries and Departments.

The second initiative is an AI-powered Recruitment Rules Generator Tool, integrated with the RRFAMS portal. The Minister explained that recruitment rules form the backbone of fair career progression, and the AI-enabled tool will reduce delays and inconsistencies by guiding users through simple questions and automatically generating draft rules aligned with DoPT guidelines.

The third launch is the mobile application for e-HRMS 2.0, available on Android and iOS. Developed under Mission Karmayogi, the app integrates service records and HR processes such as promotions, transfers, deputations, training, and superannuation. It also links to platforms like SPARROW, PFMS, and Bhavishya. Dr Singh said the app will cut paperwork, speed approvals, and enhance transparency in personnel management.

The fourth set of initiatives introduces AI-enabled features on the iGOT Karmayogi platform. These include iGOT AI Sarthi for intelligent resource discovery, iGOT AI Tutor for personalised support, the iGOT Specialisation Programme for structured learning pathways, and an AI-based Capacity Building Plan Tool to help Ministries and States map roles, competencies, and training needs.

The fifth initiative is the Karmayogi Digital Learning Lab 2.0, a next-generation facility producing high-quality digital learning content using AR/VR, gamification, and interactive simulations. Dr Singh said the lab will accelerate the dissemination of best practices and critical skills across civil services.

Concluding his address, Dr Singh emphasised that these reforms reflect a future-oriented approach to governance, leveraging technology, strengthening institutions, and placing citizens and civil servants at the centre of change. On Good Governance Day, he expressed confidence that the measures will advance India’s journey toward a responsive, accountable, and future-ready governance framework, in the spirit of Atal Bihari Vajpayee’s legacy.
