To ensure a smooth, peaceful, and secure festive period, the Commissionerate Police has implemented an extensive security plan across the capital city.
A total of 195 Puja pandals in Bhubaneswar have been categorized into ‘A’, ‘B’, and ‘C’ grades based on footfall density and sensitivity, allowing authorities to tailor security cover according to local demand.
Strategic Force Deployment and Quick Response Teams
To maintain order during peak celebration days, nearly 100 police officers and 18 platoons of force have been deployed across key zones. Heavily congested points will see an increased presence, backed by Quick Response Teams (QRTs) stationed on high alert for emergency situations. Sensitive areas under Capital, Saheed Nagar, Kharavel Nagar, and Bharatpur police stations—along with major highway stretches—have been designated for specialized force placement.
Patrol routines have been significantly enhanced across all police station limits, combining motorcycle, four-wheeler, and foot patrols.
Mandatory CCTV Coverage and Anti-Snatching Drives
Following coordination meetings conducted by Assistant Commissioners of Police (ACPs) and Inspectors-in-Charge (IICs) with local Puja committees, the installation of CCTV cameras at all pandals has been made mandatory.
To tackle anti-social activities, plainclothes personnel—including dedicated female police officers—will blend into crowds to prevent chain snatching, eve-teasing, and pickpocketing.

Traffic Management & Anti-Theft Measures
Special arrangements are underway to manage festive traffic and designate structured parking zones. Police have appealed to the public to refrain from roadside parking, strictly avoid driving in wrong routes, and comply with traffic personnel.
Addressing concerns over home burglaries while families travel during the holidays, police have intensified surveillance and patrolling in theft-prone residential neighborhoods.
Tight Watch on Repeat Offenders and Social Media
Authorities are keeping a sharp vigil on professional criminals and recently released prisoners. Key preventive steps include:
- Weekly Jail Parades: Mandatory roll calls conducted every Sunday.
- Bail Compliance: Station officers directed to ensure regular check-ins by individuals out on bail.
- Social Media Cell Activation: Continuous monitoring to identify and curb the spread of panic-inducing videos or unverified rumors.
The police administration warned that strict legal action will be taken immediately against anyone attempting to disturb public harmony or create fear through misinformative online content.
