Dhauli Minor Gangrape Case: Two Arrested

Law Minister assures strict action and speedy justice for survivor

Bhubaneswar witnessed outrage after miscreants allegedly gang-raped a minor girl near the Daya riverbank in Dhauli on December 10.


The shocking incident unfolded when the girl, visiting Dhauli Shanti Stupa with her male friend, was intercepted by attackers demanding money.

When her friend refused, the assailants dragged him to a secluded spot and assaulted him with sharp weapons and stones. At the same time, they tore the girl’s clothes, raped her in front of him, and allegedly recorded the crime on mobile phones. The perpetrators fled after the girl lost consciousness.

Immediately afterwards, the victim’s friend lodged a complaint, which prompted the Commissionerate Police to launch an investigation. Consequently, authorities arrested two accused — Bibhu Prasad Mishra from Banki and Kalandi Patra from Olatpur. Moreover, police confirmed that efforts are underway to apprehend the remaining culprits.

On Tuesday, Law Minister Prithiviraj Harichandan reacted strongly to the incident. He declared, “The government will take appropriate action in the Dhauli gang-rape case. We are considering fast-track court proceedings for swift justice.” Furthermore, he emphasised that the BJP-led government prioritises justice in criminal cases, particularly crimes against women, and assured strict action against the accused.

Meanwhile, a team from the State Women’s Commission visited the crime scene. They interacted with investigating officers at Dhauli police station and reviewed the survivor’s health condition. As a result, the Commission directed officials to ensure speedy justice and proper medical care.
