Odisha Govt Orders Survey of NGO‑Run Special Schools Without Recognition

The Odisha government has directed a statewide survey to identify NGO‑run special schools for children with disabilities that are operating without recognition from the Department of Social Security & Empowerment of Persons with Disabilities (SSEPD).


In a letter issued by Bhaskar Raito, OAS, Additional Secretary to the Government, all District Social Security Officers (DSSOs) have been instructed to conduct comprehensive surveys within their jurisdictions. The exercise aims to list unrecognised schools, their managing NGOs, and the status of their applications for recognition.

The SSEPD Department has made it clear that such schools must immediately apply for permission and recognition in line with the Rights of Persons with Disabilities (RPwD) Act, 2016 and prevailing government guidelines. Applications must be submitted with all required documents to continue operations legally.

Officials said the initiative will bring transparency, accountability, and regulatory oversight to special schools across Odisha. It is expected to safeguard the rights of children with disabilities by ensuring they receive education and rehabilitation services in institutions that comply with legal standards.

District officials will submit detailed reports to the SSEPD Department for further action. Schools failing to obtain recognition may face closure under applicable rules. The government believes this move will strengthen the credibility of special education services and reinforce welfare protections for children with disabilities statewide.
