Section 163 Clampdown at Lower Suktel Dam: No Entry, No Selfies, No Swimming

Bolangir administration issues strict 60-day prohibitory orders to prevent drowning and accidents amid rising water levels and spillway discharge.

In a decisive move to safeguard lives, the Bolangir district administration has clamped Section 163(1) of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, on the Lower Suktel Irrigation Project Dam area at Magurbeda.


Sub-Divisional Magistrate Alok Kumar Patel issued the prohibitory order after reports of large numbers of locals, tourists and unauthorised persons freely accessing the dam’s operational zones, reservoir and spillway. With the monsoon in full swing, water levels are rising rapidly, spillway gates are releasing water at high velocity, and heavy machinery continues to operate — creating a serious risk of drowning and other accidents.

Under the order, the general public, tourists and private vehicles are completely barred from entering the main dam wall, embankments, spillway, reservoir banks and control room areas. Bathing, swimming, boating, fishing, taking selfies, shooting videos or gathering near the dam and reservoir have also been strictly prohibited.

Only government officials, engineers, security personnel and authorised staff engaged in construction, maintenance and security duties are exempt.

The restrictions came into force on 31 July 2026 and will remain in place for the next 60 days. Anyone violating the order will face stringent legal action under Section 223 of the Bharatiya Nyaya Sanhita (BNS), 2023, and other relevant security laws.

Authorities have directed the project’s Chief Construction Engineer to install warning signboards and barricades. Local police, the tehsildar and BDO have been instructed to ensure strict compliance and create widespread public awareness.

The administration has urged citizens to stay away from the restricted zones and prioritise safety over curiosity or recreation during this critical monsoon period.
