The Executive Committee of Rourkela Smart City Limited (RSCL) met at Kharabela Bhawan to deliberate on strategic priorities as the city transitions from large-scale project implementation to long-term sustainability and efficient asset management.
The meeting was chaired by Additional Chief Secretary Usha Padhee, with the agenda presented by RSCL CEO Deenah Dastangeer.
A key highlight was the progress of the flagship Integrated Command and Control Centre (ICCC), which has involved an investment of Rs 106 crore. The centre has already operationalised 594 surveillance cameras across 109 locations. It is now advancing towards the integration of automated e-Challan systems in collaboration with the National Informatics Centre (NIC) to enhance traffic enforcement and overall urban governance.
Padhee stressed the need for financial self-reliance, underscoring value-based land utilisation and innovative revenue generation models. The committee reviewed the monetisation of completed smart city assets, which are currently generating an annual revenue of Rs 4.13 crore to support establishment and operational costs.
To address execution challenges, the committee decided to descope the remaining work of the Auditorium and Convention Hall project, which stands at 45% completion. The balance work will be carried out at the risk and cost of the original agency to enforce accountability and ensure timely delivery.
For seamless continuity of ongoing and upcoming initiatives—including the Udit Nagar Market Complex and Multi-Level Car Parking (MLCP) facilities—the committee proposed extending the tenure of the Special Purpose Vehicle (SPV) along with the engagement of key officials and consultants.
The meeting reinforced RSCL’s commitment to building a sustainable, efficient, and citizen-centric urban ecosystem in Rourkela, with a strong emphasis on long-term value creation and operational excellence.
