After years of uncertainty, campus democracy is set to return across much of Odisha’s higher education system. The State Government has cleared student union elections for this academic year, and institutions have begun issuing notifications for the election or selection of student leaders.

As of 8 PM on October 7, 341 higher education institutions—328 colleges and 13 universities—will hold elections. Another 205 institutions, comprising 202 colleges and three universities, will choose their student representatives through a selection process instead. The Higher Education Department has confirmed the split, while cautioning that the college figures remain provisional and may be updated.

The three universities opting for selection are Odia University, Sri Jagannath Sanskrit University, and Gangadhar Meher University. The remaining 13 universities will go to the ballot.

The election calendar is tightly packed. Candidates can file nominations on October 9 between 10 AM and 1 PM. Scrutiny will follow the same day from 2 PM to 4 PM, and the list of valid nominations will be published by 5 PM. Withdrawals are open on October 10 from 10 AM to 1 PM, with the final candidate list due at 3 PM.

“Why I Stand For” meetings are scheduled for October 14, giving contenders a formal platform to present their priorities. Polling will take place on October 15 from 8 AM to 2 PM. Counting will begin immediately after voting ends, and results are expected the same day. Newly elected leaders will take the oath of office on October 16.

Officials have noted that the numbers of colleges listed under the election and selection categories are based only on data received up to 8 PM on October 7. Final figures for both categories are expected to be released the following day.

For thousands of students, the announcement marks the return of an organised campus voice after a prolonged pause. Whether institutions elect or select their leaders, the process will shape student representation for the year ahead—and the next few days will decide who gets to contest.
