Odisha Governor Felicitates 2025 Padma Shri Nominees, Sahitya Akademi Winner & ICS Toppers

In a glittering celebration of talent, perseverance, and public service, Odisha Governor Dr. Hari Babu Kambhampati on Friday honoured a distinguished group of achievers who have brought glory to the state.


The special felicitation ceremony at the New Abhishek Hall in Lok Bhavan recognised Padma Shri nominees for 2025, a Central Sahitya Akademi Award winner, successful candidates of the Indian Civil Services (ICS) Examination 2025, and their proud parents.

Addressing the gathering, the Governor described the event as “a festival of excellence, dedication, creativity, and public service.” He said success is far more than a personal milestone — it is a powerful source of inspiration for society through hard work, determination, and unwavering commitment.“Odisha feels immense pride in its accomplished sons and daughters who have made outstanding contributions in literature, education, arts, and public service, bringing glory to the state and the nation,” Dr. Kambhampati said while congratulating the honorees.

The Governor personally felicitated four outstanding personalities nominated for the Padma Shri Award:

  • Mahendra Kumar Mishra for his pioneering work in documenting and preserving Adivasi folk tales and cultural heritage in the fields of literature and education.
  • Charan Hembram for his tireless efforts in promoting Santali language, literature, and culture.
  • Seemanchal Patra, the acclaimed Prahlad Natak artist, for enriching Odisha’s performing arts.
  • Sarat Kumar Patra for his remarkable contribution to preserving the state’s rich artistic and handloom traditions.

He also honoured poet Girija Kumar Baliyarsingh, recipient of the Central Sahitya Akademi Award for his poetry collection Padapurana. The Governor called literature “a powerful medium for preserving collective memory and inspiring society.”In a touching segment, the Governor praised the successful ICS 2025 candidates from Odisha and their parents, highlighting the vital role families play in shaping such achievements. He urged the young officers to work towards the vision of Viksit Bharat 2047 while upholding the highest standards of integrity, compassion, and public welfare.

Dr. Roopa Roshan Sahoo, Commissioner-cum-Secretary to the Governor, delivered the welcome address. The programme featured vibrant cultural performances, and the honorees shared inspiring stories from their journeys.

The event stood as a proud reminder of Odisha’s enduring legacy in culture, creativity, and selfless service.
