The high-level committee headed by retired IAS officer Ashok Kumar Tripathy on Monday submitted its report on the problems of teachers in Odisha’s primary, upper primary, high school and higher secondary schools to the state government.
The report was presented at a high-level meeting chaired by Chief Minister Mohan Charan Majhi at Lokaseva Bhawan. The Chief Minister said the committee’s recommendations would be examined carefully and appropriate decisions would be taken.
The committee was constituted on December 6, 2025 on the Chief Minister’s direction and reconstituted on February 3, 2026. Its brief covered long-pending service and professional issues raised by teachers across school categories.
According to information placed at the meeting, the panel met 104 associations representing different categories of teachers in the state. It held 90 meetings on the demands and submitted 79 reports to the government.
Committee chairman Ashok Tripathy and co-chairman Sudarshan Nayak placed the recommendations before the Chief Minister. Other committee members present included Shantanu Kumar Sahu, Manoranjan Mishra and coordinator-member Sanatan Panda.
School and Mass Education Minister Nityananda Gond and Higher Education Minister Suryabanshi Suraj attended the meeting, along with the Chief Secretary, Development Commissioner, Additional Chief Secretary to the Chief Minister, Principal Secretary of the Finance Department, and secretaries of the Higher Education and School and Mass Education departments.
The government has not yet announced which recommendations will be accepted or the timeline for implementation. The Chief Minister’s Office said the findings would receive due consideration before any decision is taken.
The panel was set up after teacher and staff associations under the School and Mass Education and Higher Education departments repeatedly raised service-related demands, including pay, benefits and service conditions in government, aided and other institutions.
