Odisha Approves BKPPIER Project Proposal: Rs 5,000 Cr Plan for Integrated Economic Region | ADB & Centre Backed

In a significant step towards realising Odisha Vision-2036 and 2047, the State Level Project Monitoring Committee (SLPMC) today approved the Project Proposal Report (PPR) for the Bhubaneswar-Cuttack-Puri-Paradip City Economic Region (BKPPIER). The meeting was held under the chairmanship of Chief Secretary Smt. Anu Garg.


The BKPPIER has been selected as one of the four pilot economic regions under the first phase of the Central Government’s City Economic Region (CER) scheme. The project carries a proposed initial assistance of ₹5,000 crore, of which 70 per cent (₹3,500 crore) will come as a loan from the Asian Development Bank (ADB), and the remaining 30 per cent (₹1,500 crore) will be provided under the Centre’s CER scheme.

The core objective is to develop Bhubaneswar, Cuttack, Puri and Paradip into a single, integrated economic region that accelerates investment, industrial growth, tourism, logistics, port-based industries, the knowledge economy and large-scale employment generation. The region covers 19 urban local bodies across Khordha, Cuttack, Puri and Jagatsinghpur districts.

Key interventions planned under the project include integrated regional mobility systems, smart and climate-resilient urban infrastructure, expansion of public transport, multimodal hubs, housing for the workforce, development of a new city in Bhubaneswar, city redevelopment, riverfront and waterbody rejuvenation, port-linked industrial corridors, and knowledge and health hubs.

Chief Secretary Anu Garg described the project as a major milestone that will help Odisha achieve its long-term development goals. Following today’s approval, the proposal will be uploaded on the Department of Economic Affairs (DEA) portal of the Ministry of Finance for further appraisal and sanction.

Senior officials present at the meeting included Development Commissioner and Additional Chief Secretary Deoranjan Kumar Singh, Additional Chief Secretary, Housing & Urban Development Department Usha Padheei, Principal Secretary, Finance Department Sanjeev Kumar Mishra, and Director, Municipal Administration Shri Arindam Dakua, among others.
