In a decisive step towards unlocking the vast potential of its 575-kilometre Bay of Bengal coastline, Odisha is fast-tracking a comprehensive Blue Economy roadmap that promises to turn the sea into a powerful engine of jobs, innovation and inclusive growth.Chief Secretary Smt. Anu Garg chaired a high-level meeting at Lok Seva Bhawan on Monday to translate the recommendations of the Global Summit on Blue Economy-2026 (held in Bhubaneswar on March 13-14) into a concrete, integrated action plan. The vision is clear: responsible use of marine resources, environmental protection, and accelerated economic development for coastal communities.“Blue Economy is not just an opportunity — it is a strategic priority for Odisha’s future,” Smt. Garg emphasised. She directed all departments to submit specific proposals so that a detailed, actionable roadmap can be finalised quickly and placed before the state government for approval.
The Fisheries and Animal Resources Development Department has been named the nodal agency. A convergence framework will bring together multiple departments — Forests & Environment, Water Resources, Energy, Science & Technology, Commerce & Transport, Tourism and others — under a unified strategy. The Bhubaneswar City Knowledge Innovation Cluster (BCKIC) will serve as the knowledge partner.
Key initiatives discussed include:
- Launch of the Odisha Shrimp Mission to scientifically boost shrimp farming, exports and coastal livelihoods.
- Deep Sea Fishing Mission to harness offshore resources.
- Seaweed cultivation, artificial coral reefs and sea-based fish farming.
- Introduction of the “Fisher Friend” mobile app to provide real-time weather and sea-condition alerts to fishermen.
- Modernisation of fish landing centres at Dhamra, Paradip, Chandipur and Astaranga, along with hygienic wholesale markets, integrated aqua parks and crab hatcheries.
A dedicated Blue Economy Hub (B-Hub) is also on the anvil to act as a one-stop centre for research, innovation and industry collaboration.
To ensure focused implementation, a Task Force headed by the Chief Secretary will be constituted for monitoring and coordination. A Technical Advisory Group comprising experts, research institutions and biotechnology industries will provide scientific backing.

Senior officials present included Additional Chief Secretary (Science & Technology) Chitra Arumugam, Additional Chief Secretary to the Chief Minister Saswata Mishra, Commissioner-cum-Secretary (Fisheries) Prem Chandra Chaudhary, and principal secretaries and senior officers from concerned departments.
With its long coastline, rich marine biodiversity and strategic location, Odisha is uniquely positioned to become a national leader in the Blue Economy. The integrated roadmap being prepared is expected to generate significant employment, attract investment, promote sustainable practices and position the state as a global player in ocean-based development.
The state government is now moving swiftly from discussion to delivery — turning the blue waters of the Bay of Bengal into a tide of prosperity for Odisha.
