In a decisive push to inject fresh energy and accountability into public service delivery, the Odisha government has ordered a swift and strict overhaul of its Revenue Administration.
All employees who have been stuck in the same office for more than three years must be transferred immediately as part of a mandatory rotation drive.
The Revenue and Disaster Management Department has issued clear, time-bound instructions to every District Collector. Additional Chief Secretary Dr Arabinda K Padhee has written to all collectors, directing them to complete the entire transfer and rotation process by 15 June 2026 during the current transfer season.
The order covers key revenue functionaries at both ministerial and field levels — Section Officers (SO), Senior Revenue Assistants (SRA), Junior Revenue Assistants (JRA), Revenue Supervisors (RS), Revenue Inspectors (RI), Assistant Revenue Inspectors (ARI), Amins, and other staff. Any official who has completed three or more years in one posting in District Collectorates, Sub-Collector offices, Blocks, or Tahsils will now be moved.
The move is aimed at strengthening administrative efficiency, transparency, and accountability across the board. The government has expressed serious concern over the large backlog of pending transfers in several districts and has made it clear that existing transfer policies must be followed without exception
.Once the process is completed, district administrations have been told to submit a detailed action-taken report to the department immediately.
This major administrative reset is expected to bring new perspectives to revenue offices, reduce stagnation, and reinforce the government’s commitment to clean and responsive governance.
