Naveen Patnaik Warns MPs Over 131st Amendment Bill

BJD chief urges Odisha representatives to protect state’s political and economic interests

Leader of Opposition Naveen Patnaik urged Members of Parliament from Odisha to oppose provisions of the 131st Constitutional Amendment Bill, warning that it threatens the state’s political and economic balance. In a letter dated April 16, 2026, Patnaik called the bill a “gross threat” to Odisha’s representation and dignity.


Patnaik stated that while he supports women’s empowerment and reservation, the proposed linkage between women’s reservation and delimitation could reduce Odisha’s share in the Lok Sabha from 9% to 3.4%. He said such a reduction would weaken the state’s voice in national decision-making and undermine the federal spirit of the Constitution.

He highlighted three major concerns — political implications, emotional and cultural dimensions, and economic disadvantages. Patnaik argued that states like Odisha, which achieved population control and human development, should not face penalties through reduced representation and fiscal allocations.

The BJD leader appealed to MPs across party lines to seek safeguards ensuring Odisha’s representation remains intact. He urged them to raise their voices inside and outside Parliament to protect the state’s rightful place in the Union.

Patnaik reaffirmed his party’s commitment to women’s reservation but demanded that it be decoupled from the delimitation process. He warned that if Odisha’s interests are ignored, the BJD will take the issue to the people.
