The Bhubaneswar Development Authority has issued a draft Standard Operating Procedure (SOP) for land parcel reconstitution under Town Planning (TP) Schemes 42 to 45 in Zone-IV of Bhubaneswar.
The initiative aims to create a transparent, structured, and equitable framework for land redistribution while maximizing benefits for landowners.
Coverage Area and Objective
The proposed SOP covers multiple villages, including Bijipur, Kasipur, Bhagabanpur, Baliapada, and Patrapada. It is designed to streamline the reconstitution process with uniform guidelines, reduce disputes, and enhance stakeholder confidence through fair land allocation practices.
Key Provision: Voluntary Amalgamation
A significant feature of the draft policy is the provision for voluntary amalgamation of land parcels within the same mouza. Landowners who combine their plots will receive 60% of the total land area after a standard 40% deduction, which is typically used for infrastructure development. Amalgamation is also mandatory in cases where a single owner holds multiple plots under different khata numbers within the same mouza.
Benefits for Larger Plots and Planned Development
The SOP allows for the merging of smaller plots and joint applications by multiple landowners, enabling allocation along wider roads where feasible. Additionally, the policy introduces Floor Area Ratio (FAR) incentives for larger amalgamated plots, encouraging better land use, improved infrastructure planning, and increased investment potential.
Boost to Urban Planning and Growth
The initiative is expected to promote planned urban expansion, optimize land utilization, and align with sustainable development goals. By linking incentives to plot size and road frontage, the BDA aims to support organized and future-ready city growth.
Public Participation Invited
In line with participatory governance, BDA has invited suggestions and feedback from stakeholders and the public within seven days of issuing the draft. This move highlights the authority’s commitment to inclusive urban planning and transparent decision-making.
