The Bhubaneswar Development Authority (BDA) announced its intention to prepare three new Town Planning Schemes (TPS No. 05/2026, TPS No. 06/2026, and TPS No. 07/2026) under the Odisha Development Authorities Act, 1982.
The move aligns with the state’s flagship SAMRUDHA SAHAR initiative and the vision of Viksit Odisha 2036.
The proposed schemes cover 863.29 acres in Malipada and Daspur mouzas. TPS No. 05 spans 247.57 acres, TPS No. 06 covers 234.34 acres, and TPS No. 07 extends over 381.38 acres. BDA said the schemes aim to facilitate systematic urban growth through essential infrastructure and public amenities while ensuring balanced development.
Following publication in the Odisha Gazette, notices will invite landowners to submit details of rights and interests in the scheme areas within two months. Under the Town Planning Scheme framework, landowners contribute up to 40 per cent of their land for public infrastructure, while 60 per cent is returned as developed plots. This land pooling model enhances property value and ensures equitable benefits.
BDA highlighted progress in earlier schemes, including TPS Nos. 1–4 covering 1,577 acres, where reconstituted plots are being handed over. Infrastructure works such as roads and drains are underway. TPS No. 8, covering 560 acres in Andharua and Daspur, has also received approval. Recently, BDA declared its intention for four schemes in Zone-4 and surveys are ongoing for 13 more.
The Authority expressed gratitude to landowners and citizens for their cooperation and said the new schemes will contribute to creating a modern, sustainable, and resilient Bhubaneswar.
