In a major relief for prospective homebuyers, the Bhubaneswar Development Authority (BDA) has announced that the Rs 10,000 application fee for its Ekamra Residency housing project at Subudhipur will be adjusted against the final cost of the flats.

The decision was finalized during the 153rd Authority Meeting, chaired by Housing and Urban Development Minister and BDA Chairman Dr. Krushna Chandra Mahapatra. Unsuccessful applicants in the allotment process will receive a complete refund of their Rs 2.1 lakh deposit.

Successful allottees will benefit from a full exemption on Goods and Services Tax (GST) and a 5% exemption on stamp duty. The ready-to-move-in flats will be offered on a freehold basis and include one year of free maintenance.

Spread across 7.36 acres, Ekamra Residency features three residential towers offering spacious two-bedroom and two-bedroom-plus-study apartments. The complex is equipped with earthquake-resistant RCC structures and premium amenities, including a swimming pool, gymnasium, sewage treatment plant, water recharge system, and 24/7 CCTV surveillance.

10 New Town Planning Schemes Approved

To facilitate planned urban expansion, the Authority greenlit the implementation of 10 new Town Planning (TP) schemes. These schemes cover a massive 1,815 acres across multiple mouzas in and around Bhubaneswar.

Scheme Mouzas Covered Area (Acres)
TP-32 Gobardhanpur, Itipur, Radhamohanpur 226.49
TP-33 Gobardhanpur, Itipur, Nistarinipur, Radhamohanpur 229.62
TP-34 Dadhibabanpur, Jayapur 204.49
TP-35 Bikipur, Dihapur 119.85
TP-36 Sundarpada 164.70
TP-37 Bahadalpur, Ebranga 168.88
TP-38 Hatasahi, Bahadalpur 225.84
TP-39 Suanga, Sarakantara, Ranasinghpur, Srinibaspur 301.73
TP-40 Suanga, Chotraypur, Damodarpur, Srinibaspur 222.55
TP-41 Sijua 150.75

Infrastructure and Environmental Upgrades

The BDA also granted administrative approval for the massive Lake Zone Development project along Drain No. 10.

  • Lake Zone-I: Spanning from Bidyut Marg to Sachivalaya Marg, this phase includes a proposed 12-million-litre-per-day (MLD) Sewage Treatment Plant.
  • Lake Zones II & III: Covering 75 acres over a 2.3 km stretch from Sachivalaya Marg to the railway crossing, this segment received master plan approval to drastically improve the city’s green and blue infrastructure.

Additionally, revised alignments and Detailed Project Reports (DPRs) were approved for four critical Comprehensive Development Plan (CDP) roads to ease traffic bottlenecks:

  • Sainik School Square to VSS Nagar (1.24 km)
  • Approach road to New Bhubaneswar Railway Station from Jaydev Vihar to Nandankan Road (1.02 km)
  • Cosmopolis to Jagmara Square (2.05 km)
  • AIIMS Road to Bhagabanpur Model School (2.00 km)

To highlight these advancements, the BDA will partner with the Bhubaneswar Municipal Corporation (BMC) and Bhubaneswar Smart City Limited (BSCL) to showcase the city’s green initiatives at the upcoming 19th Urban Mobility India (UMI) Conference and Expo, taking place in Bhubaneswar from October 23 to 25, 2026.
