While major metropolitan centres across India continue to launch and expand modern metro networks, the capital city of Odisha remains locked in a waiting game for its flagship rapid transit system.
The contrast in infrastructure momentum has ignited widespread discussions on social media and sparked frustration among local residents, who feel the capital is slipping behind other rapidly developing urban hubs.
A Grand Vision Paused
The first phase of the ambitious Bhubaneswar Metro Rail project was designed to stretch across 26 kilometres, connecting Trisulia Square directly to Biju Patnaik International Airport. Envisioned with 20 elevated stations and an estimated budget of nearly Rs 6,000 crore, the project celebrated its foundation-laying ceremony in early 2024, raising high hopes for a transformed cityscape.
However, state authorities have put the current iteration of the project on hold. The existing contract with the Delhi Metro Rail Corporation (DMRC) has been officially terminated. Government officials clarify that the project has not been permanently abandoned, but rather paused for a comprehensive re-evaluation based on updated low-ridership projections and the strict criteria set by the National Metro Rail Policy.
Broadening the Horizon: A Regional Transit Hub?
To address long-term mobility, an inter-ministerial committee has been constituted to oversee a holistic Comprehensive Mobility Plan (CMP). Authorities are reportedly exploring an expanded regional mass transport network that would seamlessly integrate the entire Bhubaneswar-Cuttack-Puri urban corridor, rather than relying solely on the initially proposed route.
Growing Public Discontent
Despite official assurances that the pause will lead to a better-tailored transit system, citizens and urban experts are expressing growing concern over the delay. As traffic congestion builds up across the capital’s arterial roads, the demand for modern, reliable, and fast public transport grows daily. Online forums are abuzz with commentary comparing Bhubaneswar’s progress with neighbouring state capitals that have successfully operationalised their metro corridors.
In response, the administration maintains that all decisions are being taken in the best interest of the public to ensure a sustainable, well-planned mobility network that serves the region efficiently for decades to come.
