Odisha H&UD Dept Signs MoU with SBIePay to Streamline Digital Payments Across ULBs

The Housing and Urban Development (H&UD) Department of Odisha has signed a Memorandum of Understanding (MoU) with the State Bank of India (SBI) to integrate its payment aggregator service, SBIePay, into the SUJOG platform.


The initiative aims to upgrade the state’s digital urban governance infrastructure, offering citizens secure and convenient options to pay municipal taxes, fees, and utility charges.

The MoU was formally signed by Shri Suvendu Sahoo, Additional Secretary, H&UD Department, and Shri Sushant Kumar Dash, DGM (D&TB), SBI. The signing took place in the presence of Smt. Usha Padhee, Additional Chief Secretary, H&UD Department, and Shri Rakesh Yadav, Chief General Manager, SBI Odisha Circle.

Enhanced Payment Gateways & Features

Through this integration, citizens using the SUJOG platform can make routine municipal payments online using various digital payment channels:

  • Cards: RuPay, Visa, MasterCard, Maestro, and AMEX.

  • Banking Channels: Internet Banking, Mobile Banking, and IMPS.

  • UPI & Wallets: Standard UPI, UPI-RCC (RuPay Credit Card), UPI-CL (Credit Line), and digital wallets.

Financial Settlement and Transparency Framework

The payment system includes a structured backend settlement model:

  • T+1 Settlement: Funds collected via the gateway will settle directly into designated bank accounts of the respective Urban Local Bodies (ULBs) on a T+1 business-day timeline.

  • Reconciliation & Tracking: Unique transaction identifiers will allow transparent tracking, accounting, and MIS-based reconciliation across all ULBs.

  • Consumer Support: An established turnaround time (TAT) of seven calendar days is set for handling exceptions, refunds, and chargebacks.

Highlighting the scope of the agreement, Smt. Usha Padhee noted that the collaboration will improve the convenience and accessibility of public service delivery. Shri Rakesh Yadav assured complete operational support from SBI to ensure smooth execution across all urban areas in Odisha.
