Odisha Accelerates Digital Governance with OSWAS Expansion and Transparency Initiatives

The Odisha government is ramping up its digital transformation efforts, focusing on data governance, automation, and transparency, according to Chief Secretary Manoj Ahuja.


Speaking at the “Unlocking the Power of Data Exchange for Smart Governance” forum at Lok Seva Bhavan, Bhubaneswar, Ahuja emphasized the state’s commitment to enhancing decision-making and administrative efficiency through a resilient digital ecosystem.

A key component of Odisha’s digital governance push is the expansion of the Odisha State Workflow Automation System (OSWAS) to cover all Urban Local Bodies (ULBs), including municipal corporations, by April 1, 2025. Managed by the Odisha Computer Application Center (OCAC), OSWAS will streamline municipal administration and minimize paperwork by digitizing government processes.

Local bodies have been directed to upgrade network infrastructure and procure necessary hardware to ensure seamless integration. Already in use in government offices, OSWAS features built-in accountability measures, including strict response deadlines and automatic escalation mechanisms for delayed actions.

To increase transparency in public works, the Odisha government is launching a work passbook and an enhanced work dashboard. Works Minister Prithviraj Harichandan had earlier explained that the work passbook will provide real-time project updates, including estimated costs and progress, accessible to the public via the department’s website.

The work dashboard, currently in limited use, will be expanded to provide comprehensive project monitoring for the Chief Minister and senior officials, ensuring better oversight of infrastructure development.

These digital initiatives are expected to improve government accountability, ensure timely project completion, and enhance efficiency. Initially implemented in the Public Works Department (PWD), these systems will soon extend to other engineering departments and the Panchayati Raj Department, marking a major step toward a paperless, efficient, and transparent administration in Odisha.
