The Odisha DGP appointment process has entered a critical phase of judicial scrutiny after Amicus Curiae Raju Ramachandran raised pointed questions about administrative changes made after the State’s original proposal was sent to the Union Public Service Commission (UPSC).
Ramachandran has urged that the Empanelment Committee consider only the original May 14, 2026 eligibility list, rather than the updated version prepared on August 10, following last‑minute promotions. He also questioned the creation of temporary DGP‑rank posts, the withholding of Susanta Kumar Nath’s integrity certificate, and the timing of the Centre’s concurrence just days before the incumbent DGP’s retirement.
The amicus argued that withholding an integrity certificate should not be used to narrow the zone of consideration and cited Supreme Court precedents — including Prakash Singh I‑III and Union of India v. K.V. Jankiraman (1991) — to emphasise safeguards against arbitrariness in DGP appointments.
