Orissa HC Initiates Contempt Proceedings Against Former DGP Y.B. Khurania

The Orissa High Court has initiated contempt proceedings against former Director General of Police (DGP) Y.B. Khurania, issuing a show‑cause notice for alleged violation of a September 25, 2025 court order.


The court observed that despite repeated opportunities, its directives were not implemented and misleading affidavits were filed in the matter. Khurania, who retired on August 16, has been asked to explain why action under Section 12 of the Contempt of Courts Act should not be taken against him.

The notice will be served by the Inspector General (Personnel), and Khurania must submit his reply within seven days. The High Court clarified that retirement does not exempt him from contempt proceedings.

The case relates to petitioner Sagarika Parida, whom the court had earlier directed to be reinstated in service within four weeks. The bench has now reiterated that the order must be executed without delay.

The High Court further directed that if its order is not complied with, the current DGP and IG (Personnel) must appear personally before the court on September 28.
