Union Minister Dr. Mansukh Mandaviya will lead the Indian delegation to the Second World Summit for Social Development (WSSD-2) in Doha, Qatar, from November 4 to 6, 2025.


He will deliver India’s National Statement at the Opening Plenary and join global leaders in adopting the Doha Political Declaration. He will also speak at a High-Level Round Table focused on poverty eradication, decent work, and social inclusion, showcasing India’s digital and inclusive growth journey.

India’s participation highlights its achievements in poverty reduction, with 248 million citizens lifted out of multidimensional poverty between 2011 and 2023. The share of people below the international poverty line dropped to 2.3% in 2022–23, driven by initiatives like PM Garib Kalyan Anna Yojana, PM Awas Yojana, and Jan Dhan Yojana.

India’s social protection system now covers 64.3% of the population, up from 19% in 2015, benefiting over 940 million people. This expansion is powered by the JAM Trinity—Jan Dhan, Aadhaar, and Mobile—which ensures direct benefit delivery.

On November 5, NITI Aayog will host a side event titled “Pathways Out of Poverty,” featuring India’s success in empowering women and expanding social security. International partners including Brazil, Maldives, and the ILO will participate.

Dr. Mandaviya will also attend the ILO Ministerial Dialogue on the Global Coalition for Social Justice and hold bilateral meetings with leaders from Qatar, Romania, Mauritius, the EU, and senior UN officials. He will join the National Career Service Portal event, co-hosted by MoLE and IBPC, and visit Qatar’s Aspire Zone for sports infrastructure insights.

India’s presence at WSSD-2 reflects its commitment to social justice and the vision of “Viksit Bharat @2047.”
