Odisha Gears Up for Vision 2025: Chief Secretary Sets Action Plan

Strategic Push for People-Centric Governance and Administrative Reforms

In a significant step towards realising the Odisha Vision Document, unveiled by the Prime Minister on June 20, 2025, Chief Secretary Manoj Ahuja chaired a high-level secretarial meeting at Lok Seva Bhawan today.


The meeting focused on translating the ambitious vision into actionable outcomes through coordinated efforts, institutional frameworks, and a renewed emphasis on people-centric governance.

The Odisha Vision Document, a roadmap for the state’s development, was discussed extensively, with directives issued to establish inter-departmental working groups to ensure seamless coordination and execution. Chief Secretary Ahuja emphasised the importance of field visits by officials to monitor grassroots-level implementation of government schemes, ensuring accountability and effectiveness.

Smt. Anu Garg, Development Commissioner and Additional Chief Secretary, highlighted the integration of Vision Document objectives into training programs at key institutions like Gopabandhu Administrative Academy, Madhusudan Das Regional Financial Management Institute, and State Rural Development Institute. This move aims to align administrative capabilities with the state’s developmental goals.

A key focus was on strengthening people-centric governance through the Odisha Right to Public Services Act, with services to be integrated into the CMGI’s centralised monitoring system. Ahuja reiterated the need for officers to visit schools during district inspections to assess their management and condition, aiding data-driven decision-making.

Administrative reforms were also a priority. The Chief Secretary directed departments to ensure final pension payments to government employees on their retirement day and to update the HRMS portal with details of disciplinary actions for regular review. Underperforming or ineligible officers and employees face mandatory retirement as per the General Administration & Public Grievance Department guidelines.

To enhance workforce efficiency, the meeting reviewed online training on the i-GOT Karmayogi portal, with mandatory AI training for employees and integration of Performance Appraisal Reports (PAR). Punctuality, maintaining clean office environments, and reducing single-use plastic bottles were also emphasized to promote sustainability.

Departments were instructed to submit details of vacant posts by July 31, 2025, to the General Administration & Public Grievance Department, with urgent recruitment planned for Group-D posts. The meeting saw participation from senior officials, including Additional Chief Secretaries Satyabrata Sahu, Surendra Kumar, Hemant Sharma, and other departmental heads, reflecting a unified commitment to Odisha’s development vision.
