In a historic decision reflecting India’s uncompromising stance against terrorism, the Cabinet Committee on Security (CCS), chaired by Prime Minister Narendra Modi, convened on April 23, 2025, to address the repercussions of the terrorist attack in Pahalgam on April 22.

The CCS unequivocally condemned the attack and expressed condolences to the victims’ families, appreciating global solidarity against terrorism.

The committee’s deliberations revealed the cross-border connections of the attack, emphasising Pakistan’s role in perpetuating terrorism.

Key decisions included:

  1. Suspension of the Indus Waters Treaty: India put the 1960 treaty in abeyance, demanding Pakistan cease its support for cross-border terrorism before any reinstatement of the agreement.
  2. Closure of Attari Check Post: The integrated check post has been closed, with travel restricted after May 1, 2025.
  3. Revocation of SAARC Visas: Pakistani nationals previously granted visas under the SAARC Visa Exemption Scheme must leave India within 48 hours.
  4. Reduction in Diplomatic Strength: The high commissions of both nations will significantly reduce staffing to 30 members each by May 1.
  5. Enhanced Security Measures: Indian forces have been directed to maintain heightened vigilance, with a commitment to bring the perpetrators and their sponsors to justice.

These measures signal India’s unwavering resolve to safeguard its sovereignty and combat terrorism. The CCS has vowed a relentless pursuit of justice for victims and accountability for those behind this heinous act.
