Ama Gaanre Ama Tahasil: Odisha Launches Tahasil Camp Courts at Panchayat Level for Doorstep Revenue Services

Revolutionary ‘Tahasil at Doorstep’ programme to bring camp courts to Panchayats, simplify land rules, and deliver citizen-centric governance

In a significant push towards decentralised and people-friendly governance, the Odisha Revenue & Disaster Management Department is all set to transform how villagers access vital revenue services.


The department will soon roll out the innovative ‘Ama Gaanre Ama Tahasil’ (Tahasil at Doorstep) programme, bringing official Tahasil services directly to Panchayat and village levels.

Announcing the initiative after a high-level review meeting at Lok Seva Bhawan, Revenue & Disaster Management Minister Suresh Pujari said the focus is now on taking governance to the grassroots. “What we consider as our achievement is not the real success; rather, the schemes and initiatives that are accepted and appreciated by the common people as successful are our true achievements,” the Minister emphasised.

Under the new programme, Tahasil Camp Courts will be organised at the Panchayat level across the state. Instead of citizens travelling to distant Tahasil offices, senior revenue officials will camp in villages to provide on-the-spot services. These include the correction of the Record of Rights (RoR), land demarcation, grievance redressal, and other essential revenue-related matters.

In addition, senior state-level officers have been appointed as Nodal Officers for different districts. They will conduct overnight field visits in the coming days, interact directly with the public, gather feedback, and spread awareness about key government services.

The Minister also directed the simplification of rules for the conversion of agricultural land (Kisam) in urban areas to ease processes for citizens. The department further plans to draft a new Rehabilitation and Resettlement framework for displaced persons.

Highlighting the department’s performance, officials noted that more than 2.5 crore revenue services have been delivered in the last two years under the Odisha Right to Public Services (ORTPS) Act. The new initiatives aim to make these services even more accessible and responsive.

Additional Chief Secretary, Revenue & Disaster Management, Dr Arabinda Kumar Padhee, Executive Director of OSDMA Dr Kamal Lochan Mishra, and other senior officers attended the meeting.

With ‘Ama Gaanre Ama Tahasil’, the Odisha government is redefining public service delivery — moving from a file-centric approach to a citizen-first model that truly reaches the last mile.
