1997-batch Indian Administrative Service (IAS) officer Sanjay Kumar Singh is likely moving to his home state of Bihar on an inter-cadre deputation.
Singh, who is currently serving as the Principal Secretary of the Works Department in the Government of Odisha, has applied for a transfer back to his home cadre.
Signalling official movement on the matter, the Central Government’s Department of Personnel and Training (DoPT) has formally requested a vigilance clearance report from the Odisha State Government.
Standard Administrative Procedure Underway
Inter-cadre deputation to an officer’s home state is governed under Rule 6(2)(b) of the IAS (Cadre) Rules. As part of standard protocol, obtaining formal vigilance clearance from the parent state cadre—in this case, Odisha—is a mandatory requirement before the Central Government can issue final deputation orders.
The request for vigilance status indicates that the administrative review is currently progressing at the highest levels in New Delhi.
Awaiting Final Notification
While the initiation of vigilance checks confirms that the transfer process is active, official sources clarify that a final transfer order or relieving notification has not yet been issued by the Ministry of Personnel or the Odisha State Government.
The successful completion of clearances from both the parent cadre and the Central Ministry will determine the timeline for his official relocation to Bihar. Further administrative announcements are expected once the verification process concludes.
