Odisha Vigilance trapped a Junior Engineer of Bhapur Rural Works Section, Nayagarh, while he accepted a bribe of Rs 1.36 lakh from a contractor.
On May 17, 2026, Keshab Subudhi, Junior Engineer, Bhapur RW Section, Nayagarh, along with his associate Ashutosh Baliarsingh, demanded and took Rs 1.36 lakh from a contractor. The bribe was sought to clear bills for construction and maintenance work under Mukhya Mantri Sadak Yojana (MMSY) for 2021–22 in Khandapara and to refund the security deposit.
Government rules mandate the refund of the Initial Security Deposit (ISD) and security deposit after completion of the maintenance period. If measurements are not taken, the deposits stand forfeited. The contractor had repeatedly requested Subudhi for three to four months to take measurements and release the money. Instead, Subudhi demanded the bribe.
The Junior Engineer called the contractor to his official quarters at Khandapara and directed him to hand over the money to Baliarsingh, a private individual engaged as supervisor. Odisha Vigilance officers nabbed both while accepting the bribe. The tainted money was recovered and seized.
Simultaneous searches are underway at two locations linked to Subudhi from a disproportionate assets angle. Bhubaneswar Vigilance PS registered Case No.07 dated May 16, 2026, under Section 7 of the Prevention of Corruption (Amendment) Act, 2018. Investigation continues against both accused.
