To modernise higher education in Odisha, the state government has enacted the Odisha Universities (Amendment) Act, 2024, ushering in significant reforms that will reshape university governance, research development, and student involvement.
The amendment introduces the Senate as a key authority alongside the Syndicate and Academic Council, ensuring broader oversight and decision-making. The role of the Vice-Chancellor has been restructured, with state government involvement in appointments and eligibility for a four-year tenure, with the possibility of reappointment for an additional term.
Universities will now be expected to expand research initiatives, foster interdisciplinary learning, and collaborate with national and international institutions. Accreditation and rankings will play a crucial role, with universities required to adhere to standards set by NAAC, NBA, and NIRF to maintain educational excellence.
Student engagement has also been prioritised, with increased opportunities in sports, skill development, and national service schemes. Faculty regulations will ensure improved monitoring of teaching performance, academic audits, and stricter disciplinary rules.
Additionally, special provisions have been made to support rural and tribal students, differently-abled individuals, and socially and economically disadvantaged groups. The amendment further empowers universities to establish autonomous learning centres and research facilities.
With these sweeping changes, Odisha’s universities are poised to enter a new era of academic excellence, governance efficiency, and student empowerment. The Odisha Universities Amendment Act 2024 is expected to lay the foundation for a more inclusive, research-driven, and globally competitive education system in the state.
