From Tribal Villages to Cities: Odisha’s SIR Campaign Wins Hearts & Crosses 1 Crore Mark

Massive door-to-door drive achieves 30.64% coverage as BLOs reach every corner of the state with unprecedented enthusiasm.

In a powerful display of democratic commitment, Odisha’s ambitious Special Intensive Revision (SIR) campaign has achieved a major milestone.


By the evening of the sixth day, over 1.23 crore voters — 30.64% of the state’s total electorate — have received their enumeration forms, marking one of the fastest and most successful voter list revision drives in recent years.

Launched by the Chief Electoral Officer’s office to make the electoral roll cleaner, error-free, and more accurate, the SIR campaign has generated a remarkable public response across urban and rural Odisha. Booth Level Officers (BLOs), numbering 45,255, have been working tirelessly, visiting every household — from remote tribal hamlets to bustling city apartments — to distribute pre-printed Form-3 (Annexure-III) and collect vital voter data.

Each voter is being handed two copies of the form. After filling it up, one copy stays with the BLO while the voter receives the second copy with the officer’s signature as an official acknowledgement slip. Authorities have urged citizens to preserve this slip for future reference.

District administrations across the state are in full swing. A massive public awareness campaign is underway using innovative and traditional media to ensure no one is left behind.

Awareness chariots are touring villages, while mic announcements, hoardings, LED screens, and social media are engaging urban populations, especially the youth. In rural areas, folk arts such as Pala, Dasakathia, and Dengurapita are being creatively used to spread the message.

Competitions in speech, painting, and rangoli are also being organised to encourage new and young voters to participate enthusiastically in the electoral process.

The SIR drive is scheduled to continue with the same intensity, aiming for 100% coverage. Officials expressed confidence that the unprecedented public participation seen so far will make Odisha’s electoral rolls a model of accuracy and inclusiveness ahead of future elections.
