The Government of Odisha is gearing up to revolutionise its land and property registration ecosystem in a major leap toward digital governance.
A high-level meeting was convened at Lok Seva Bhawan under the chairmanship of Minister for Revenue and Disaster Management, Suresh Pujari, alongside the Software Development Unit (SDU) of the National Informatics Centre (NIC), Pune, to discuss the implementation and modernisation of the National Generic Document Registration System (NGDRS) in the State.
Emphasising the state’s vision for administrative reform, Minister Pujari highlighted the critical need for a transparent, robust, and technology-driven registration framework. The initiative aims to leverage modern digital infrastructure to ensure accountable, efficient, and citizen-centric service delivery across all sub-registrar offices.
Streamlining Citizen Services Through “One Nation, One Registration”
Developed by the Department of Land Resources (DoLR), Ministry of Rural Development, Government of India, the NGDRS operates on the visionary concept of “One Nation, One Registration.” The comprehensive digital platform can be seamlessly customised to align with individual state regulations.
Once fully implemented, Odisha citizens will benefit from a robust suite of online services, including:
-
Digital Document Preparation: Conveniently draft and format deeds online.
-
Transparent Valuation: Instant access to property valuation, stamp duty, and registration fee calculations.
-
Cashless Transactions: Secure online payment options for all applicable charges.
-
Appointment Scheduling & Tracking: Book registration slots online and monitor application statuses in real-time, drastically cutting down the need for multiple visits to registration offices.
Integrating Advanced Technologies: AI, GIS, and Unified Workflows
The discussions also focused on unifying various functions of Sub-Registrar Offices into a single digital grid. Key features include digital application scrutiny, biometric identity verification, electronic document approval, and advanced record preservation. Furthermore, high-level digital dashboards will be introduced to help senior officials monitor office-wise performance, progress, and pending cases seamlessly.
Looking toward future-proof modernisation, the state government explored incorporating cutting-edge technologies such as Artificial Intelligence (AI), Geographic Information System (GIS), advanced data analytics, and direct integration with existing land records.
Phased Rollout Plan
To ensure a smooth transition, the Revenue Department plans to roll out the NGDRS in selected registration offices during the first phase, followed by a gradual statewide expansion. Minister Pujari also stressed the importance of evaluating successful implementations in other states to adopt best practices tailored to Odisha’s framework.
Attended by prominent officials—including Dr Arabinda Kumar Padhee, Additional Chief Secretary, Revenue and Disaster Management Department; P. Anwesha Reddy, Inspector General of Registration; and Shri Rajesh Bhusari, Deputy Director General, NIC, Pune—the meeting reaffirmed the state’s unwavering commitment to citizen-friendly innovation and digital transformation in public administration.
