In a major boost for meritorious higher secondary students, the Higher Education Department of the Government of Odisha has announced financial assistance of Rs 30,000 under the Godabarisha Vidyarthi Protsahana Yojana (Laptop DBT Scheme) for eligible students who passed the Annual Higher Secondary Examination 2025 conducted by the Council of Higher Secondary Education (CHSE), Odisha, and the Upashastri examination of Shri Jagannath Sanskrit Viswavidyalaya, Puri.
The one-time assistance will be transferred directly to the Aadhaar-linked bank accounts of selected students through the Direct Benefit Transfer (DBT) mode, enabling them to purchase a laptop for their higher studies. The scheme, earlier known as the Biju Yuva Sashaktikaran Yojana, aims to support around 15,000 meritorious students annually across streams — Science, Arts, Commerce, Vocational, and Sanskrit — with preferential selection of those securing 60% or above marks, based on block/ULB-wise merit lists prepared from data provided by CHSE and SJSV.
Eligible students whose names appear in the official merit/beneficiary list can apply online through the Odisha State Scholarship Portal (www.scholarship.odisha.gov.in) and check details on the Higher Education Department website (www.dhe.odisha.gov.in). Students are advised to ensure their Aadhaar is seeded/linked with their bank account for smooth DBT credit. Recent announcements indicate the portal is open for applications (including for 2025 pass-outs who missed earlier windows), with deadlines typically in the mid-to-late November period in recent cycles.
The initiative is particularly beneficial for students from rural and economically weaker sections, equipping them with an essential digital tool for higher education in the digital age. No major controversies or significant delays have been reported in previous years, and the scheme continues to run regularly. Students are urged to check the merit list on the portal promptly and apply within the stipulated time.
