In a significant move to safeguard the forest land rights of Scheduled Tribes (STs) and other traditional forest dwellers, the Odisha Revenue and Disaster Management Department has directed all District Collectors to expedite the demarcation of forest lands and update pattas (land titles) and maps in the ‘Bhulekh’ database.
This initiative aligns with the provisions of the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Amendment Act, ensuring that beneficiaries receive final maps and updated records promptly.
The directive, issued by Additional Chief Secretary Dr Arabinda Kumar Padhee, emphasises the preparation of final maps for the specified forest lands as outlined in the Act. These lands will be incorporated into the relevant records of either the Revenue or Forest Department by the concerned authorities. The letter underscores the need to complete all pending demarcations (demarcations) and amendments within the stipulated timelines, including a three-month period or by April 30, 2026, whichever is applicable.
District Collectors have been instructed to oversee field officers in reviewing approved forest land claims, prioritising the resolution of backlogs. All revised information must be immediately integrated into government records to protect the rights of beneficiaries. This step is expected to enable them to access various government schemes more effectively, enhancing their socio-economic security.
Dr Padhee expressed optimism that these measures will not only secure the entitlements of forest dwellers but also ensure they benefit fully from state welfare programs. The move comes amid ongoing efforts to streamline land administration and address historical grievances related to forest rights in Odisha, a state with a significant tribal population.
This development is poised to benefit thousands of families who have long awaited formal recognition of their traditional claims, potentially reducing disputes and promoting sustainable forest management.
