Marking a major milestone in the state’s economic trajectory, Chief Minister Mohan Charan Majhi inaugurated and laid the foundation stones for 46 medium- and large-scale industrial projects worth ₹39,383 crore at a grand ceremony in Kalinganagar, Jajpur district.
The landmark event marks a significant push toward decentralizing industrial development, driving regional employment, and establishing Odisha as India’s premier manufacturing hub.
The newly unveiled projects span 14 key districts—Anugola, Baragada, Baleshwar, Boudh, Kataka, Dhenkanal, Jajpur, Jagatsinghpur, Kendujhar, Khordha, Mayurbhanj, Puri, Sambalpur, and Sundaragada. Together, these investments are projected to generate 42,512 direct and indirect jobs for the youth of the state.
Bridging MoUs with Ground Reality
Addressing the gathering, Chief Minister Majhi emphasized his government’s commitment to turning investment pledges into operational realities rather than leaving them on paper.
“In the past, industrial investment was largely used as a slogan and propaganda tool. Our administration believes in taking every Memorandum of Understanding (MoU) to the finish line—building factories, starting production, and ensuring our sons and daughters get meaningful employment right here in Odisha,” said CM Majhi.
He further reiterated the state’s vision aligned with Prime Minister Narendra Modi’s Purvodaya initiative, aiming to build a “Samruddha Odisha” with a $500 billion economy within the next decade. Citing NITI Aayog’s latest indicators, the Chief Minister highlighted that Odisha currently ranks second in the nation for attracting capital investment, reflecting strong investor confidence in the administration’s policies.

Major Industrial Players & Sectoral Expansion
Kalinganagar, long recognized as an industrial heartland, served as the focal point for major project launches by industry giants:
Jindal Stainless Limited (JSL): Inauguration of new carbon steel and stainless steel production projects along with foundation launches for expansion facilities.
Tata Steel: Launch of high-value downstream units, slurry pipeline infrastructure, and grinding and filtration operations.
Key Regional Enterprises: Projects were also announced and grounded by Indian Metals & Ferro Alloys Limited (IMFA), Jatya Steel Limited, BK Utkal Steel, and Shree M.K. Steel.
To ensure balanced regional growth, the administration has strategically mapped industries according to local resource advantages:
Kendujhar & Sundaragada: Steel and heavy manufacturing hubs.
Anugola & Dhenkanal: Renewable energy facilities.
Khordha: Food processing and light engineering clusters.
To curb distress migration, the state government is prioritizing labor-intensive sectors such as textiles, apparel, food processing, and pharmaceuticals. Following last year’s Textile Conclave—which unlocked 53,000 potential job opportunities—dedicated textile parks are being developed in Keonjhar, Sambalpur, Balangir, Ganjam, and Bhadrak.
Simultaneously, through the World Skill Center, local youth are receiving specialized training in cutting-edge industries including industrial automation, renewable energy, electronics, and digital services. The Chief Minister also called on industry leaders to actively create more employment opportunities for women in technology, apparel, and IT services.
Taking a direct jab at political opponents, CM Majhi added: “While the opposition remains busy playing politics, our government remains steadfastly busy driving Odisha’s progress.”
Strong Industry & Administration Presence
The event featured addresses from Co-operation, Handlooms, Textiles & Handicrafts Minister Pradeep Bal Samanta, who underscored Jajpur’s strategic role due to its vast mineral wealth, and Industries, Skill Development & Technical Education Minister Sampad Chandra Swain, who praised the state’s holistic approach to marrying skill building with industrial expansion.
Prior to the public ceremony, the Chief Minister chaired a high-level corporate meeting to review project timelines. Additional Chief Secretary (Industries) Hemant Sharma delivered the welcome address and detailed project overviews, while Jajpur Collector Ambar Kumar Kar extended the vote of thanks.
Distinguished dignitaries present included Jajpur MP Dr. Rabindra Narayan Behera, MLAs Akash Das Nayak, Himanshu Shekhar Sahoo, and Amar Nayak, Chief Secretary Anu Garg, JSL Managing Director Abhyuday Jindal, and IMFA Managing Director Subhrakant Panda.
