In a major step towards resolving long-pending demands of the people of Subarnapur district, Odisha Revenue and Disaster Management Minister Suresh Pujari has directed officials to fast-track the high-tech survey and settlement process and ensure early distribution of land pattas and maps.
Presiding over a high-level review meeting at Lok Seva Bhawan, the Minister instructed that the entire hi-tech survey and settlement exercise in Subarnapur district must be completed within the stipulated timeline. Out of 989 villages in the district, high-tech survey and settlement have already been completed in 608 villages. Officials have been told to prepare pattas for these villages, upload them on the Bhulekh portal, and distribute them to beneficiaries in three phases within the next 45 days.
For the remaining villages, the survey and settlement work has been directed to be completed within the next six months, followed by immediate uploading of records and maps on the portal. All processes related to the hi-tech survey are scheduled to be fully completed by November 2026, after which land pattas along with maps will be made available for every village in the district.
The initiative is expected to significantly ease access to various revenue services for the people of Subarnapur and bring them much-needed relief.
The Minister further directed that sabik (old) and hal (current) land records of both completed and pending villages be thoroughly re-verified for accuracy. He emphasised the protection of government land and devottar land under the Revenue and Forest departments, stating that no encroachment or irregularities would be tolerated under any circumstances.
Revenue Secretary Dr. Arabinda K Padhee stressed that government land rights must be fully safeguarded and that any public objections regarding published pattas should be addressed through field inspections in a fair, sensitive and time-bound manner.
To ensure smooth and time-bound completion of the exercise, it has been decided to post one additional Deputy Collector in Subarnapur district with exclusive responsibility for the hi-tech survey and settlement work. The Director of Land Records and Survey has been instructed to visit the district personally to monitor and accelerate the process.
The meeting was attended by Additional Chief Secretary (Revenue & Disaster Management) Dr. Padhee, Director of Land Records and Survey Nigamananda Panda, Subarnapur District Collector Dr. Nruparaj Sahu and other senior revenue officials.
