The General Administration & Public Grievance Department of Odisha has issued a stern warning that government officers who fail to submit their annual immovable property returns (IPR) will be marked as “Not Suitable” in the Departmental Promotion Committee (DPC) and will lose their chance for promotion.
In a letter dated November 27, Additional Chief Secretary Surendra Kumar stated that despite repeated reminders and sufficient time, many eligible officers have still not filed their property statements through the HRMS portal. The department has now made it mandatory that only officers who have submitted their asset declarations will be considered for promotion.
Officers who submit the returns after the DPC meeting will not be able to claim seniority-based promotion retrospectively, the letter clarified.
Earlier, the GA Department had set January 31, 2025, as the final deadline for submitting the 2024 IPR. The HRMS portal for 2024 returns has been closed permanently. The portal for the 2025 returns will open from January 1 to 31, 2026.
