In a shocking case that has sent ripples through Odisha’s administrative circles, two Assistant Executive Engineers have been accused of forging the signature of the Deputy Speaker of the Odisha Legislative Assembly, Bhabani Shankar Bhoi, to secure favourable transfers.
The complaint, filed by Niranjan Kumar Sha, Private Secretary to Deputy Speaker Bhawani Shankar Bhoi, at Capital Police Station in Bhubaneswar, alleges that Monalisa Behera (AEE, Banspal Block) and Laxman Hembram (AEE, Harichandanpur Block) created and submitted forged official documents bearing the Deputy Speaker’s fake signature and the office’s official D.O. Pad.
The fake papers were allegedly submitted to the Panchayati Raj & Drinking Water Department to facilitate their transfers to Bargaon Block and Sadar Block in Sundargarh district.
The letter clearly states that the documents were neither issued nor authorised by the Deputy Speaker’s office. The accused officers are alleged to have violated the Information Technology Act, misused government service rules, and committed forgery — serious offences that could attract criminal charges.
This incident has sparked widespread discussion in government circles, raising serious questions about the internal security of official documents and the integrity of the transfer process in the state administration.
The Capital Police have received the complaint and are expected to register an FIR soon. Further investigation is underway.
