Odisha Chief Minister Mohan Charan Majhi has presented his government’s first-year performance report, highlighting key achievements and future goals.
The report card reflects major milestones, including policy reforms, economic growth, and employment drives.
Marking one year since taking office, CM Majhi outlined the impact of his governance, citing the elimination of Article 370, implementation of GST, the New Education Policy (NEP), and initiatives like Jan Dhan Yojana that have transformed the state’s economy. Majhi emphasised his commitment to transparent and corruption-free governance, echoing Prime Minister Narendra Modi’s leadership.
2036 Mission & Odisha’s Development Roadmap:
Looking ahead, the Odisha government unveiled Mission 2036, a strategic plan aimed at transforming the state’s infrastructure, economy, and employment sector in preparation for the 100th anniversary of Odisha’s formation. CM Majhi announced 36 new initiatives, which will be formally introduced in the coming weeks.
Major Employment Push & Economic Growth:
The CM reaffirmed his commitment to massive recruitment efforts, promising to fill 1.5 lakh vacant positions over five years. In the current fiscal year, 40,000 more jobs will be allocated, following the successful recruitment of 28,000 positions earlier. Additionally, Odisha has secured Rs 17 lakh crore in investment proposals, with Rs 13 lakh crore worth of MoUs already signed, paving the way for industrial expansion.
Strengthening Agricultural and Welfare Programs:
Majhi highlighted his government’s initiatives in agriculture and public welfare, including the Rs 37,800 crore budget for Samruddha Krushi Yojana. The administration has also fulfilled promises under its election manifesto, ensuring benefits like Rs 800 per quintal bonus on paddy for farmers, the establishment of Srimandir corpus fund, and projects under the Subhadra Scheme.
With Odisha’s transformation set in motion, Prime Minister Modi is expected to visit the state again on June 20, further strengthening ties between the central and state governments.
India’s Remarkable Decline in Extreme Poverty and Odisha’s Key Role in Economic Resilience:
According to the latest World Bank report, India’s extreme poverty rate has dropped from 27.1% to 5.3%, indicating substantial improvements in socio-economic conditions. Odisha has been an active participant in this transformation, implementing policies that have strengthened economic resilience.
Empowering Communities through Social Welfare and Education Initiatives:
Today, the standard of living for the average person has significantly improved. Various initiatives such as Ayushman Bharat-Jana Arogya Yojana, Pradhan Mantri Kisan Samman Nidhi, Pradhan Mantri Awas Yojana, Swachh Bharat Yojana, the New Education Policy, Jan Dhan Yojana, and Beti Bachao Beti Padhao have contributed to revolutionary changes in the social and political lives of people across the country.
India’s Bold Stand: A New Era in the Fight Against Terrorism:
The Chief Minister stated that towards the end of the first year of the third term, a “new chapter” was added to the country’s history. In response to rising terrorism, Hon’ble Prime Minister Modi decided to take decisive action by entering a neighbouring country to eliminate terrorism, thus making history in the past fifty years. Today, India is at the forefront of the global fight against terrorism. “Operation Sindoor” is more than just a name; it represents a commitment to national security and honours the dignity of millions of mothers and sisters in India. As a result, the entire nation is echoing the slogan, “Modi hai, to mumkin hai.”

Acknowledging Achievements and Commitment to the People of Odisha:
The CM said, “In a short period of time, we have fulfilled the hopes and aspirations of the four and a half crore people of our state. A significant indication of this success is that, in just a few days, the general public has referred to the new government as a “people’s government” and the Chief Minister as a “people’s Chief Minister.”
With the blessings of Lord Jagannath, we have succeeded in delivering on all our major promises. Each of our programs has been guided by the successful Prime Minister, Narendra Modi Ji, whose support has been instrumental in our accomplishments. He will visit Odisha for the sixth time on the 20th of this month, continuing to inspire us in our service to the people of Odisha. I would like to express my heartfelt gratitude to our successful Prime Minister for his unwavering support, cooperation, and guidance.
Progress in Women Empowerment, Agriculture, Education, and Healthcare:
Last year, on the evening of June 12, 2024, the first cabinet meeting made four important decisions: the Subhadra Yojana, an additional allocation of Rs 800 for purchasing paddy, the opening of the four gates of Srimandir, and the creation of a corpus fund of Rs 500 crore.
Over the past 12 months, we have continuously worked on these initiatives and have fulfilled almost all major promises. India achieved a significant milestone by creating 17 lakh Lakhpati Didis, contributing to women empowerment. We also made a record allocation of ₹37,838 crore for the Samruddh Krishi Yojana in the agriculture sector and established the Godabarish Mishra Adarsh Vidyalaya in the education sector, along with implementing the new education policy and Sishu Vatika.
In healthcare, we successfully implemented the Ayushman Bharat Yojana and made a record allocation of ₹65,102 crore for infrastructure development. Additionally, we allocated ₹68,881 crore for the welfare of Scheduled Castes and Scheduled Tribes, reflecting the policies and commitments of our government.
Ensuring Accountability and Integrity in Governance:
The most important priority is to provide good governance to the people and to combat corruption. Today, no corrupt official, from PIO to IAS, is safe. If they engage in corrupt practices, they will face imprisonment—there is no other option.
Bridging the Gap: Chief Minister’s Commitment to Direct Engagement with Citizens:
The Chief Minister further said, “Our government has removed the artificial barriers between the common man and government officials. Now, anyone can meet their Chief Ministers and Ministers without any obstacles. Over the past year, I have visited every district in Odisha, meeting with thousands of people directly, listening to their problems, and sharing in their joys and sorrows. Today, the ‘third floor’ of governance is reaching out to the doorsteps of the people; this is a new aspect of our commitment to good governance”.
Odisha’s Vision for Inclusive Growth: A Commitment to the Poor, Farmers, Youth, and Women:
CM Majhi said, “We, in the first cabinet, have demonstrated that public service does not require 24 years of governance; a lot can be accomplished in just 24 minutes. What is needed is willpower. Following the mantra of our Honourable Prime Minister—’ Sabka Saath, Sabka Vikas, Sabka Vishwas, and Sabka Prayas’—we will continuously work for four key communities: the poor, farmers (Annadata), youth, and women”.
Goals and Achievements: Enhancing Quality of Life by 2026:
By 2026, we aim to provide piped drinking water to 90 per cent of the population in the state. In addition, we will extend the Antyodaya scheme to benefit 500,000 people. In our first year, we offered approximately 28,000 jobs at the government level, and this year we plan to create an additional 40,000 jobs. Our efforts in infrastructure have led to improvements in railways, national highways, and air services.
Vision 2036: Transforming Odisha into a Thriving Economic Powerhouse:
By 2036, we are committed to making Odisha one of the five best states in the country and aim to develop it into a $500 million economy. By 2036, Odisha will be prosperous, and by 2047, the state will play a significant role in building a developed India, as envisioned by the Honourable Prime Minister Modi.
