In a significant move to improve governance and discipline, the Odisha government has launched a major review and reform drive for all Circuit Houses across the state.
Additional Chief Secretary of the Revenue and Disaster Management Department, Dr Arabinda Kumar Padhee, chaired a high-level review meeting and issued clear, strict directives aimed at transforming these government properties into models of efficiency, transparency, and security.
Dr Padhee emphasised that Circuit Houses — primarily used by senior officials, judicial officers, public representatives, and government guests during field visits — must be treated as valuable public assets. He directed officials to ensure superior maintenance, high-quality hospitality, financial discipline, and a completely transparent booking process in line with the “Odisha Circuit House and Revenue Inspection Bungalow Rules, 1985.”Key decisions taken in the meeting include:
- A complete ban on smoking and consumption of narcotic substances in all Circuit Houses.
- Installation of Wi-Fi facilities and CCTV surveillance in Special Circuit Houses for enhanced security and guest convenience.
- Strict adherence to cleanliness, quality hospitality standards, and proper inventory management of furniture and equipment.
- Strengthening of online booking systems and fire safety measures.
- Transparent allotment procedures to prevent misuse.
The meeting also clarified administrative responsibilities: District Collectors and Additional District Collectors will oversee Circuit Houses located at district headquarters, while Sub-Collectors will be responsible for those in other locations.
Senior officials, including all Additional District Magistrates (ADMs) and other concerned officers, joined the meeting virtually.
With these new directives, the state government aims to restore the dignity and utility of Circuit Houses, making them more guest-friendly, secure, and professionally managed while eliminating any scope for irregularities or substance abuse on government property.
