The National Investigation Agency (NIA) has filed a supplementary charge sheet against Lashkar-e-Taiba (LeT) chief Hafiz Saeed in connection with the deadly Pahalgam terror attack that killed 26 people in Jammu and Kashmir last year.
According to the agency, the charge sheet presents fresh evidence detailing the alleged role of Pakistan-based handlers in planning and directing the attack. The filing was submitted before a special court in Jammu and forms part of the ongoing investigation into one of the deadliest terror incidents in recent years.
Hafiz Saeed Named for Conspiracy and Terror Charges
The NIA has named Hafiz Saeed both in his personal capacity and as the chief of Lashkar-e-Taiba and its proxy outfit, The Resistance Front (TRF).
Investigators have charged him under multiple provisions of the Bharatiya Nyaya Sanhita (BNS) and the Unlawful Activities (Prevention) Act (UAPA), including offences related to terrorism, criminal conspiracy and waging war against India.
The agency said the latest filing supplements its earlier 1,597-page charge sheet submitted in December 2025.
NIA Alleges Pakistan-Based Planning
According to the investigation, the Pahalgam terror attack was allegedly planned, directed and coordinated from Pakistan.
The agency stated that its investigation uncovered evidence pointing to cross-border communication, logistical support, weapons supply and operational guidance allegedly provided through Pakistan-based handlers linked to Lashkar-e-Taiba and TRF.
The supplementary charge sheet reportedly includes scientific evidence, digital records and findings collected during months of investigation.
What the Investigation Found
Earlier investigations had identified three Pakistani terrorists accused of carrying out the attack. One of them was later killed during Operation Mahadev in July 2025.
The first charge sheet also named alleged Pakistan-based handler Sajid Saifullah Jatt, also known as Langda, along with two local accused who allegedly provided logistical support before the attack.
Investigators allege that digital evidence recovered during the probe showed communication between the attackers and their handlers. According to the NIA, location data, encrypted chats and other electronic evidence form an important part of the case.
The agency has also claimed that two mobile phones recovered during the investigation were manufactured for the Pakistan market.
Details of the Alleged Conspiracy
According to the charge sheet, the attackers allegedly received shelter, food and logistical assistance before carrying out the assault in Baisaran meadow near Pahalgam.
The investigation further alleges that the attackers discussed security deployments and operational plans before launching the attack.
The NIA has maintained that the operation was coordinated through Lashkar-e-Taiba and The Resistance Front using Pakistan-based handlers.
Operation Sindoor Followed the Attack
The Pahalgam attack prompted India to launch Operation Sindoor on May 7, 2025.
During the operation, Indian armed forces targeted what the government described as terrorist infrastructure in Pakistan and Pakistan-occupied Kashmir. Military operations continued until a ceasefire was announced on May 10, 2025.
Investigation Continues
The NIA said the investigation remains ongoing and that officials are working to identify every individual involved in the alleged conspiracy.
The agency added that it will continue gathering evidence regarding the planning, financing and execution of the attack while pursuing legal action against all accused persons.
