The Odisha government has announced the transfer of senior Indian Police Service (IPS) officers impacting key departments such as the Anti-Naxal Operations and Special Intelligence Wing (SIW).

Shri Sanjeeb Panda, IPS (RR 1994), currently serving as ADG, Training and Director of the Biju Patnaik State Police Academy (BPSPA), has been appointed as ADG, Anti-Naxal Operations, with immediate effect. He will simultaneously oversee the Special Intelligence Wing (SIW) and directly report to the Director General & Inspector General of Police, Odisha.

In his absence, Shri Anup Kumar Sahoo, IPS (RR 2006), who presently holds the charge of IGP, Training at BPSPA, will function as the interim Director of the Academy until further orders.

The reshuffle also includes a strategic post swap between DIG-level officers:

  • Akhileshvar Singh, IPS (RR 2009), formerly DIG of Police, South Western Range (SWR), Koraput, is now transferred to DIG, SIW, Bhubaneswar.
  • Dr. Kanwar Vishal Singh, IPS (RR 2010), previously holding the position of DIG, SIW, will take over Singh’s former post as DIG, SWR, Koraput.

These decisions, formalised via Home Department notification No. 28794/1PS dated July 9, 2025, are expected to streamline intelligence coordination and bolster Odisha’s anti-insurgency capabilities, especially in sensitive regions like Koraput.
